摘要
“高考移民”是指考生为了增加录取机会,根据各地录取分数及录取率的差别而采取转学、迁移户口等方式异地应考的现象。移民考生作为中华人民共和国公民,依法享有与当地考生平等的就学机会和择校权。解决高考移民问题,关键在于修改和完善现行的政策法规,公平合理配置高等教育资源,并依法规范政府的行政行为,以保障公民平等接受高等教育的权利。
＂Migration for the National College Entrance Examination＂ refers to the phenomenon that examinees take the examination in a different province by transferring schools and registered permanent residence so as to increase the enrolment opportunities. As citizens of the People＇s Republic of China, the migrants are entitled to equal fights to take examinations and choose schools as the local residents. The key to solving the problem of college entrance examination migration lies in reasonable allocation of educational resources in different regions by amending and con- summating current laws and policies and the standardization of administrative actions of regional governments, to guarantee citizens＇ equal rights to higher education.
