摘要
文中分析了农村万册馆建起不易巩固更难的原因，提出建馆的必备条件、原则及由部门行为回归为政府行为的建议，呼吁全社会致力于农村图书事业建设。
This article objectively analyses the reason that the rural ten thousand-copies libraries are established easily,but strengthened difficultly.It puts forward their essntial conditions.principles and the au-thority that will return from their department to the government.It also calls on the whole social to work for the construction of the rural libraries.
