争议中的美国社会保障制度改革 被引量：8

摘要 本文在回顾了美国社会保障制度的起源之后,指出了“婴儿潮”老龄化趋势的发展所导致的未来美国社会保障体系中老年退休金保障这一社会福利的支付危机。布什总统在其2005年的《国情咨文讲话》中提出将现行社保制度部分私有化的改革思路,力求以更加“市场化”的方式来改革美国现行的社会保障制度,以根本解决老年退休金保障的支付危机。但是,私有化的改革方案在实施过程中有极大的风险,从而有可能和社会保障制度设立的初衷背道而驰。
