摘要
以制度经济学理论为基点,通过对循环经济与传统经济运行模式的对比研究,分析环境制度设计的差异性。结合循环经济环境制度设计的国际比较研究,探索循环经济模式下的环境制度创新,通过环境法律法规、环境技术标准、环境会计核算以及环境经济激励等制度设计,为我国经济的可持续发展提供最基本的制度安排。
Based on the theory of institutional economics, this paper analyzes the deference of environmental institutions design through the comparative study on the operation mode of both circular economy and traditional economy. Then, after the international comparative study of environmental institutions design under circular economy which is run in the main developed country, the environmental institution innovation under circular economy is explored. As a conclusion, the environmental technology criterion, environmental economic encouragement, environmental fiscal measurement and environmental regulation are designed for the sustainable development of Chinese economy.
