摘要
如何有效化解社会各阶层之间的利益矛盾,已成为我们深化改革的一个重要前提,甚至可以说是目前深化体制改革的首要任务。为此,本文首先从理论与实践相结合的角度,分析体制改革的性质与绩效,其次,分析了非均衡体制改革在制度安排与制度结构上所产生的一些主要缺陷,最后,依据科学发展观与建设社会主义和谐社会的现实要求,提出了深化改革中实现利益兼容的制度调整的几个原则。
Effectively ironing out the contradictions in interests among various social classes is an important premise for further reform of the system. It can even be considered a priority in the current reform. To elaborate on this point, the paper starts with an analysis of the nature and the progress achieved in the reform so far followed by a discussion of the major defects in the institutional arrangements and institutional structure revealed in the present imbalanced reform of the system. Finally, some principles for institutional adjustment aimed at common interests and sharing the benefits in further reforms are proposed in the light of the scientific concept of development and the needs for constructing a harmonious socialist society.
