比例原则是行政强制法的基本原则,其核心是基于手段和目的的考量,实现损害最小和公益与私益的均衡保护。比例原则对于行政强制有其个性化的内容诉求,应该予以完整把握。
the proportional principle is the basic principle of administrative coercion law. It＇s basic target is to realize the least damage and proportionate protection between public interests and private interests basing on the comparison between method and goal. There are some particular substances about the proportional principle of administrative coercion law. We should study it generally.
