摘要
根据中央的相关精神，全国各地积极响应，进行多种形式的政策性农业保险实验，取得了一定的成绩，但也面临着一些问题，如，政策性农业保险的政策目标和导向不明确；基层政府工作人员组织和推动农业保险的费用分担无章可循、农民的自主投保意识参差不齐、地方对政策性农业保险的财政补贴缺乏长效机制、中央的财政扶持手段和力度是一个未知数等，对于这些困难和问题的解决，是政策性农业保险试验持续推进、经营水平和层次不断提升的关键。
Various types of pilot agricultural insurance programs are launched all over the nation as an enthusiastic response to the Central Government＇s spirits, These programs have achieved some encouraging results, but they have also encountered the following problems： target and guidance of the relevant policy are undefined; there is no explicit policy on how to dispense with expenses incurred by local government in promoting agricultural insurance ; the farmers＇ awareness of agricultural insurance is uneven ; there is no long-term mechanism guaranteeing local fiscal subsidy to agricultural insurance ; and central government support is uncertain. Solving the abovementioned problems is critical to continuous promotion of the pilot programs and further improvement of the operation of these programs.
