摘要
开展国家高新技术产业开发区考核评价指标体系研究，对促进高新区的管理引入竞争机制、走向科学化和规范化，具有重要意义。本文将高新区作为一种科技产业社区系统，以功能分析、国情分析和国际经验分析为出发点，通过对高新区系统的结构特征、高新区考评指标体系的设计原则、高新区考评指标的分类选择等问题的研究，初步建立了国家高新区考评指标体系设计的基本框架和方案，从而为政府有关部门提供一种制定实际考评标准的依据。
The research into evaluation index systems is significant to tbe introduction of competitive mechanism into themanagement of new-high-tech development zones (NHTZs) and to the promotion of its scientificness and normalization.Taking NHTZs as a community system of S&T industries, the paper investigates the structure features, principle of indexdesign and methods of index classification of NHTZs using the methods of function analysis, state condition analpsis andinternational experience analysis. On the basis of the study, a basic index framework is created, which will be a referencefor the evaluation of NHTXs.
