摘要
对2003年以来由国家发展改革委员会牵头组织开展的风电特许权项目招投标情况、电价水平以及相关问题等进行了概述和总结分析,并介绍了2003—2005年各年风电特许权示范项目情况及2006年特许权招标的基本原则,供关注我国风电发展的社会各界参考。
This paper presents a summary and comprehensive analysis on tendering, electricity tariff level and other related issues of wind power concession projects, which have been implemented under direct organization of the State Development and Reform Commission since 2003. It also introduces the pilot wind power concession projects being implemented between 2003 and 2005 and the basic principle of bidding for concession in 2006 so as to provide reference for those interested in the development of wind power development in our country.
