摘要
旅游开发对非物质文化遗产的传承和保护既有积极影响又有消极影响。旅游在为非物质文化遗产提供了保护和展示的窗口,加强了保护资金的力度,培养了群众基础的同时,如果开发不当,其商业性质又可能使得非物质文化遗产的本来面貌扭曲变形。少数民族歌舞是少数民族非物质文化遗产的重要组成部分。政府在非物质文化遗产保护与旅游开发中的特殊作用具有不可替代性。本文以云南民族歌舞为例,指出在我国少数民族非物质文化遗产旅游开发中政府应通过加强立法工作、理顺部门关系,建立非物质文化遗产名录体系,加强非物质文化遗产的传承和教育,与旅游业相结合、积极推进产业化等行政管理措施,实现少数民族非物质文化遗产保护与旅游开发利用的双赢。
There are both positive and negative effects on the protection and transmission of Nonmaterial cultural heritage in tourism development. Tourisro provided an effect way to the protection and display of non- matorial cultural heritage. On the one hand, it strengthened the protection funds, on the other hand it developed a mass basis. However , the nature of non- material cultural heritage could be distorted due to the commercial nature of tourism. Ethnic songs and dances are important components of the non- material cultural heritage. The government played a special role that can not been substitute during the non- material cultural heritage protection and tourism development. Taking Yunnan Ethnic songs and dances for an example, the paper point out that the government should take many administrative measures such as strengthening the lawmaking work, coordinating the relationship of sectors, building up non- material cultural heritage site system, enhancing the transmission and education of non - material cultural heritage and actively promote industrialization oombined with tourism, etc. tO make both non- material cultural heritage protection and tourism a win - win development.
