作者提出了卫生工作面临的机遇与挑战,重点讨论了:卫生工作与经济建设的关系,卫生工作的地位和作用;卫生工作中市场机制与计划调控的关系,提出卫生工作的性质是"有一定福利性的社会公益事业",服务不能市场化;医疗、预防、科研、教育的关系;卫生工作发展与效益的关系;卫生工作城市与农村的关系;中医与西医的关系;医与药的关系,不赞成医药分业管理;物质文明建设与精神文明建设的关系。
Opportunities and challenges faced by the public health service are here illuminated.The focal points discussed are:the relationships between the public health service and economic construc- tion;the relationships between the market mechanism and the planned control of the public health ser- vice which is mainly a social welfare,not commodity;the relationships among medicine,disease preven- tion,scientific research,and education;the relationships between the development and the sound finan- cial state of the public health servoce;the relationships between the urban and rural public health ser- vice;the relationships between the traditional and western medicine;the relationships between medicine and pharmacy for which separate management is not favored;the relationships between material and spiritual civilization.
