摘要
在对行动规划的内涵、特征及现实意义分析的基础上,以哈尔滨都市圈为例探讨了都市圈规划实施的有效途径。提出都市圈行动规划要从问题导向、目标导向和需求导向出发,确定行动规划的研究重点与编制内容,重点解决一体化建设中的壁垒问题,中心与外围关系问题,需统一行动的问题以及区域内土地利用需协调的问题。
Taking Harbin as an example, this pa- per analyzes the connotation, characteristics and operation significance of action planning, and discusses the effective path to the implementation of metropolitan coordinated region planning. The author puts forward that the action planning should define its research emphases and contents from the aspects of its problem, target and demand, giving priority to solving such problems as barriers in the integration, the relationship between the center and the surrounding, whether to take unified action and how to coordinate the land use in the region.
