根据国家财政部和云南省财政厅、林业厅的有关文件,昆明市纳入中央森林生态效益补偿范围的第一批重点公益林面积20 402万hm2。文章介绍了该实施方案的编制依据、原则、目标、规模与布局,并提出了方案实施中需要采取的组织保障、制度保障、经费保障等措施。
According to related documents issued by Ministry of Finance, Yunnan Department of Finance and Yunnan Department of Forestry, the first group priority non-commercial forest of Kunming city, with the area of 204.02 million, hm^2 was absorbed in the scope of forest ecological effect compensated by the central government. The paper introduces the principle, objective, rational, scale, overall arrangement of the implemented scheme, and also put forward the measures in aspects of organization, mechanism and fund for the scheme implementation.
