摘要
二战之后特别是冷战结束以来,冲击中美关系的意外事件频频发生,如苏联解体、1996年台海危机、“炸馆事件”、中美撞机事件、九一一事件等等。意外事件对中美关系产生逆转、强化、催化、溢出、激活等效应。九一一事件证明了意外事件对中美关系的逆转效应。中国应加快建立应对未来意外事件的预防和处置机制,内容至少应包括对意外事件的管理进行总体规划;加强对意外事件的科学预测;充分利用意外事件对双边关系改善、巩固和发展带来的机遇;加深和拓宽两国的交往机制,减少意外事件的不利冲击,等等。
Since the end of World War II, and the end of the Cold War in particular, incidents that affected Sino-U.S. relations occurred frequently. These unexpected events include the “disintegration of the Soviet Union,” the “Taiwan Strait crisis of 1996,” the “bombing of the China Embassy in Yugoslavia,” the “collision of a Chinese fighter and an American reconnaissance plane,” the “September 11 terrorist attacks,” etc. The political impacts of such incidents on Sino-U.S. relations may result in a worsening of bilateral relations, a strengthening of bilateral relations, a catalyst for bilateral relations, the spilling over of the impact from one area to others, the activation of public memory about images of the other country, and so on. China should step up its efforts to establish a preventive mechanism in order to deal with future unexpected events.
