摘要
为尽可能减少水电工程施工活动产生水土流失对生态环境带来影响,要从工程设计入手,从源头上预防工程水土流失的发生。对主体工程具有水土保持功能的工程的界定和评价,可以体现“预防为主,防治结合”的基本理念。建议在界定时采用可或缺性、非安全性、功能性原则。水电工程主体工程设计中具有水土保持功能的工程主要有开挖形成的非岩石边坡的防护工程、地表截排水工程和绿化工程等。
In order to reduce soil and water erosion from hydropower engineering construction effect on ecosystem environment, the engineering design prevents soil and water phenomena erosion from occurring from the source. Boundary and assessment for major engineering with the function of soil and water conservation can reflect the basic idea of "prevention in the first place and integrating prevention with control". It is the suggestion that the principle of boundary should adhere to absence, insafety and function. Engineering of functioning soil and water conservation have engineering prevented and protected for no-rock slope dug, engineering to drain on the ground and engineering to plant trees in the major engineering design.
