摘要
社会主义新农村建设必须处理好政府与农民的关系。根据我国农村经济建设的实践以及国外新农村建设的成功经验,建设社会主义新农村必须充分发挥农民自主生产和经营的作用,使农民最终成为整个建设过程的主导者。而政府虽然是社会主义新农村建设的不可或缺的因素,但要正确地发挥政府的作用,主要是在新农村建设的启动阶段发挥政府的领导、规划和资金注入的作用,在进一步的实施阶段使政府更多提供制度保障。
The relation between farmers and government is important to the construction of a new socialist countryside. Based on the practice of the economic construction in the countryside of China and the successful experience abroad, the autonomous production and management of the farmers should be encouraged and farmers should be the leading force in the constructive process ultimately. Although government is a necessary factor in the construction, its function should be brought into play correctly, especially the functions of leadership, planning and investing at the initiative stage. At the stage of implementing, government should provide more systematic support.
