摘要
在我国,庞大的农村人口被排除在社会保障体系之外,其主要原因是农村社会保障的责任主体不清。农村社会保障的责任主体主要是国家、集体、家庭和社会非赢利组织。构建农村社会保障的基本框架,要求政府高度重视,健全农村社会保障管理体制,坚持整体规划、加强资源整合,讲究实际、因地制宜,完善社会保障的法规体系。
In our country, the huge population in the countryside is excluded from society＇s security system, the reason is that a responsibility subject of social security in rural aera is unclear. The responsibility subject is the country , collective , family, society and non- profit organization. The building of the basic frame of the social security requires the government＇s close attention to improve the social security management; Insist on the overall planning, strengthen the integration of the resources; Pay attention to reality of local conditions and perfect the regulation of the social security.
