摘要
贫困成为迄今为止一直困扰着世界各国发展的社会现象,被联合国列为社会发展的三大问题之首。贫困度量是监测贫困状态和制定反贫困政策和战略的重要依据。无论对贫困进行何种定义,确定贫困线和选择指标及指标体系都是度量贫困状况最关键的两个环节。
Poverty is seen as a general issue worldwide. Poverty measurement plays great role in monitoring and decision - making on poverty - fighting. Determining the poverty line and index system proved to be two major issues.
