摘要
我国资源枯竭型城市普遍存在着失业现象严重,就业结构不合理,就业渠道狭窄,失业人员素质低下,再就业率偏低等问题。政府应当从解决“四矿”问题入手,统筹制定资源枯竭型城市的就业促进战略。具体措施应包括:加强勘探,延长矿山服务年限;延长矿产品深加工链;改革矿业企业的适用税制;国有矿业企业退出原有产业;多渠道转移劳动力;实施矿区生态恢复建设与环境保护,为失业职工创造再就业机会;加强职业培训,鼓励个人创业等。
There is serious unemployment in resources- exhausted cities in China. The employment structure in these cities is not rational and the employment approach is narrow. The faculty of these unemployment people is poor and the reemployment rate is low. The government should constitute the employment promotion stratagem for these cities from settling the "four mine"problem. The measures include: reinforce mine- exploration; prolong the process - chain of mine; reform the tax system for the mining enterprise; quit from the previous industrial; transfer the labor in multiple- channel; resume the zoology of mine zone and protect the environment to provide opportunities for unemployment people; enhance the job-training and encourage the individual struggle.
