The control of urban development by city design is characterized by its collectivity in scope of control ,motivation of the control function,flexibility in the extent of control,and the urban nature in the objective of control,etc.City design can serve as an operation instrument through the control element and control guideline peculiar to city design so as to exercise control over development.
