摘要
详细介绍了国内外有关污水处理工程招投标的界定条件、相关法规和方法,并指出了我国城市污水处理工程招投标中出现的一些问题,结合不同案例分析了技术方案的重要性、过低标价带来的隐患以及通过低价抢标带来的后果,并对我国招投标市场的日趋完善提出了建议。
The paper introduces in detail the domestic and international condition definitions, related laws and regulations, and methods of bidding and tendering a municipal wastewater treatment project. Some problems appearing in bidding and tendering municipal wastewater treatment projects are pointed out. Based on some case studies, the paper analyzes the importance of technical schemes, the potential troubles and aftereffect of too low bidding price and contract award. Some suggestions for furtherimprovement of domestic bidding and tendering systems are provided.
