摘要
“国民经济运行安全”是与“国家经济安全”既有联系又有区别的概念,对国民经济运行安全的认识和界定不仅在理论上必要,在实践上也很有价值。国民经济运行要实现四个目标,如果出现使目标严重偏离的因素就会发生安全问题,影响国民经济运行安全的因素有两大类10种,维护国民经济运行安全要坚持三条原则。
The two notions ＂security of national economic function and security of national economy＂ are related but differ from each other. To define and understand the security of national economic function is not only a must in theoretical sense, but valuable in practice. To achieve the four goals of national economic function, security problem will emerge if any factor which is seriously against the goals. There are ten affecting factors can be classified into two categories. It is assumed that three principles are to be observed to ensure the security of national economic function.
