摘要
我国目前的公路隧道既没有安全等级划分,也没有安全设施设计标准,设计者只能根据经验和认识程度进行设计,运营安全隐患较多。提出了影响公路隧道安全等级的5个因素和4种关系。认为公路隧道安全等级的划分必须同时考虑隧道长度和交通量,隧道长度是一个基础分界指标,交通量是一个可变的动态指标。根据目前我国公路隧道建设的实际状况和技术水平,选取隧道的特征长度分别为0.5km、1.0km、3.0km、5.0km、10.0km,隧道的断面交通量按照高速公路的最低要求取为10000辆/d,将公路隧道安全等级从高到低划分为Ⅰ、Ⅱ、Ⅲ、Ⅳ、Ⅴ五个等级,并提出了进行公路隧道安全设施标准研究的基本思路和方法。
The present article aims to introduce the authors' study and suggestion on setting up safety standard of highway tunnels. So far, it has become a vital issue to establish a design standard of safety control measures and the tunnel grade classification for our highway tunnel construction, however, what the tunnel designers can do is just based on their empirical judgment and estimation, Starting from the authors' investigation on the many safety hidden troubles brought about by the traffic accidents, we have put forward five factors and four relations concerning te safety grades of the highway tunnels, that is, the length of tunnel (basic demarcative target) and the traffic volume (dynamic target), the actual status and technique level of building highway tunnel, are to be taken into consideration in compartmentalizing safety grades of the highway tunnels. Based on the practice in building highway tunnels in our country, the safety standard of highway tunnel building can be divided into five grades: Ⅰ , Ⅱ , Ⅲ , Ⅳ , Ⅴ with regarding 0.5 km, 1.0 km, 3.0 kin, 5.0 km, 10.0 km as characteristic length of tunnel and selecting 10 000 vehicle/ day as the lowest traffic. At the same time, basic programs and means to study safety standard of highway tunnel building have been brought forward.
