摘要
政府能力正日益成为各国现代化发展进程中衡量政府优劣的重要指标。而乡镇政府能力是评价基层政府政绩的标准之一。提高乡镇政府能力是促进地方市场经济快速发展的保证,而社会主义市场经济的发展对乡镇政府能力建设提出新的要求。文章从乡镇政府能力的涵义入手,阐述在市场经济条件下加强乡镇政府能力的必要性,提出乡镇政府只有管理好人财物,加强财政能力、政策执行力、协调能力和服务能力等综合能力,才能使乡镇政府能力得到提升。
The administration ability is becoming an important norm to judge a government. The village and town level of administration ability is one of the criteria to judge the achievement of grass - root - level government. Improving the ability of village and town government is the guarantee of speeding up the native market - oriented economy. The development of socialist market economy sets a new request for the construction of village and town governments＇ ability. The paper explains the contents of village and town governments＇ability ,expounds the necessity of strengthening the ability under the market -oriented economy, and finally proposes that only if village and town governments strengthen the abilities in finance, policy -carrying out ,coordination and Service can the government＇s ability at this level be promoted.
