摘要
回顾中国农村改革20多年的制度变迁及改革创造的奇迹,用演化博弈论的观点探讨我国农村经济组织制度演进的逻辑线索和政府角色的转换。我国农村的改革沿着基于需求层次变迁决定的扩大自主权的主线推进。政府的角色由默许—引导—辅助—设计不断随着农村形势的改变而变换。
By reviewing the institutional changes and the great achievements in rural reform in the past 20 years, this paper studies the logical clues and change of government role based on evolutionary game theory. Rural reform evolved along main clues of enlarging decision-making right based on transition of farmers demand hierarchy （living reason-economic reason-social reason） under the limits of populous rural community and scarce plowing land. In the process of rural institutional evolution, the role of government gradually transfers its functions according to the rural situation. Aware of its position and responsibility, the change of its role play and the change process in the rural institutional transition, the government can better solve the problems of the so-called san nong, （＂ countryside, peasants, and agriculture＂） in new situations.
