摘要
传统的管理理念、人员素质和管理模式已不适应高等教育大众化发展的要求。借鉴企业全面质量管理的理论方法，高职教育全面质量管理要体现全过程、全方位、全员性。构建高等职业教育全面质量管理体系，科学的办学目标定位是基础，确立特色的人才培养模式是核心。加强“双师型”师资队伍建设是根本。
Traditional management ideas, personnel qualities and management model can＇t suit for the development requirement of higher education popularization. Using academic methods of comprehensive quality management in corporations for reference, the comprehensive quality management of higher vocational education should embody characteristics such as whole process, omnidirection and whole personnel. To build comprehensive quality management system for higher vocational education, scientific school-running objective and orientation are the basis, establishment of unique talents cultivation model is the core, reinforcement of the construction of ＂dual-qualification＂ teaching staff is the fundamentality.
