摘要
以循环经济的理念对老工业基地进行改造,是迅速推进工业化进程,缓解环境能源短缺压力,实现经济持续稳定增长的必由之路。通过对辽宁传统工业现状的分析可见,辽宁由传统线性工业向新型生态工业迈进,应通过建立企业内部的清洁生产系统、建立生态工业园区、建立社会静脉产业等路径实现,同时,还应采取加快制定地区循环经济发展事实战略,以法推动循环经济等措施。
To reform the Old Industrial Base with the idea of recycling economy is the only way to accelerate the progress of the industrialization, reduce the pressure caused by the lack of the environmental energy, and keep the sustainable growth of economy. Through the analysis of the traditional industry of Liaoning, we may conclude that the clean production system and ecological industrial zones should be established so as to transform the linear industry to the new ecological industry. Meanwhile, we should also formulate strategies to promote the development of recycling economy.
