摘要
近几年上海面临的原料与资金短缺的困境,从表面上看是全国区域推进政策所造成的地区封锁的直接结果,但从深层分析来看,乃是上海长期以来形成的松散的二元工业结构在商品经济条件下必然要经历的痛苦转折过程。就这一点来说,建立上海自己的原材料基地只是治标与应急的方法,进行产业结构的调整才是治本之法。本文拟就上海工业结构的现状与调整方向谈一点看法。
The article holds that Shanghai is confronted with the difficulties of material and fund shortages in recent years. It may be seen from appearance that this phenomenon is the direct outcome of district blockade caused by implementing the regional pushing policy in the whole nation. But a deep analysis shows that this is a painful shifting process inevitably experienced under the conditions of commodity economy for the loose dual industrial set-ups formed in a long term in Shanghai. In this sense, to establish Shanghai's own material base is only a stop-gap and contingent measure, whlie to regulate the industrial set-ups is a redical measure.
