The article introduces a kind of new funding system research—— the quasi-purchase of research outcomes, and discusses the implemental procedure involved in the framework of quasi-purchase of research outcomes, the relationship between rights and obligations in different subjects, the protection of mental rights, reputation rights and honorary rights of each subject.
