摘要
在对松辽流域水资源管理现状和改革中所面临的问题进行调查分析的基础上,结合新水法的颁布和实施,积极探索水资源管理的基本模式,建立以流域管理为导向,区域管理为基础的流域与区域管理相结合的运行机制,研究成果包括流域水资源优化配置协商机制、流域水资源管理信息交流机制、总量控制与定额管理相结合的用水管理机制、流域水资源保护与水污染防治协作机制、流域水法制体系建设协作机制。
On the basis of the study on current water resources management situation and the problems in the reform in the Songliao basin, the paper probes into the basic modes of water resources management positively. Linking with the new water law, an operation mechanism is proposed based on the river basin management and region management. The mechanism proposed consists of mechanisms for water resources optimal allocation and coordination, information exchange, the water management combining gross control and quota control, water resource protection and water pollution control, and water legal institution construction and cooperation in the river basin.
