摘要 水权往往划分为三个明显不同的阶段,即区域取得水权阶段,用水户取得水权阶段和水权流转阶段。区域取得水权阶段的水权分配实际上就是水权初始分配,水权初始分配是水权分配最关键的一步,而区域水权初始分配方案与水权的优先次序、分配原则及其分析方法等密切相关。对水权进行有效的定量化分配研究,不仅具有重要的理论意义,而且为推进我国水权管理有着重要的现实意义。但目前国内对水权理论的研究还不成熟,有效的定量化分配还处于探索性研究阶段。研究内容是在国内学者有关的理论研究成果基础上,采用模糊决策、层次分析(AHP)法对河流区域间水权初始分配进行探索性应用研究,并分析水量分配的合理性。 Water right is usually divided into three stages, i.e. regional stage, user stage, and trade stage. Regional water right distribution is actually an original water right distribution, which is the most pivotal step of water right distribution. But the original water right distribution has close correlation with the priority, allocation principle and its analytical approach. The research on effective quantitative distribution has not only theoretical significance, but also practical sense in boosting the water right management in China. However, the domestic investigation on water right theory is immature. Effective and quantitative allocation is at exploring stage. This paper adopts Fuzzy Decision and Analytical Hierarchy Process to investigate the original water right of rivers based on the research results of domestic scholars, and analyzes the rationality of their results.
