摘要
新疆利用外资的现状和主要问题是:实际利用外资规模小,水平低;虽然目前步入止降复增阶段,但仍大大低于全国增速;在利用外资构成中,对外借款远远高于外商直接投资;在外商直接投资方式上,又呈现无序状态;这些投资又基本上集中在以乌鲁木齐为中心的北疆经济发达地区。正确引导,合理布局,促进外商投资是解决问题的应有对策。
For the time being, some underlying problems in utilizing foreign capital in Xinjiang are as follows ： small scale and low level, comparatively low increase rate in China, foreign loan far higher than FDI （Foreign Direct Investment）, disorder in FDI pattern and too many FDIs centering upon the relatively developed area in northern part of Xinjiang. In view of these, countermeasures shall be taken such as appropriate guidance, rational allocation, and promotion of FDI.
