摘要
一个公正的社会应当是善有善报恶有恶报的社会,应当是一个德福统一的社会,德福背离是社会不公正的突出表现。社会公正是行政伦理建设的重要价值基础,行政伦理建设要树立GDP与GNH协调统一的发展理念,建立道德奉献与道德回报的社会机制,促进道德义务和道德权利的统一,完善和贯彻德才兼备的用人体制,坚持制度伦理建设与德性伦理建设的统一。
A fair society should be one where good should be rewarded with good, and evil with evil, and one where moral and good fortune are integrated. Deviation of moral from good fortune is the projecting expression of the social un - justice. Social justice is the important value foundation for the administrative ethic construction. For administrative ethic construction, it is necessary to set the developing idea of the harmonious unity of GDP and GNH, establish the social mechanism for constructing the moral contribution and the moral retribution, promote the unity of moral duty and moral right, perfect and carry through the system of choosing persons that have both ability and moral, adhere to the unity of system ethic construction and moral ethic construction.
