摘要
基于对区域创新系统(RIS)的理论回顾,指出了忽视RIS的外生性风险管理是部分地区区域创新系统衰退的重要原因。提出了区域创新系统外生结构性风险的概念和因素构成,给出了各要素之间的耦合关系,基于管理熵进一步构建了该耦合关系的量化描述模型,为区域创新系统外生结构性风险管理走向实用化奠定了基础。
Based on the theoretical studies of Regional Innovation System (RIS), it concluded that the ignorance of exogenous risk management is one of the important reasons of RIS decline. The concept and composing factors of exogenous structural risks of RIS are proposed. It's emphasized that the separated structural risks should be unitarily managed. Also, relationships between risk factor' are also given and modeled quantitatively with management entropy, realizing the practicality of exogenous structural risks of RIS.
