流通业既是促进首都经济发展的先导产业,也是构建首都和谐社会的基础产业。先导产业体现在促进生产领域的价值实现,拉动首都经济的整体增长和经济地位不可动摇三个方面。基础产业则体现为北京流通业具备满足首都居民消费需求,保障居民消费安全和提升社会就业的三大作用。
