摘要
天津滨海新区已正式纳入国家区域经济的总体发展战略,新区的地位、性质、功能、作用都将发生根本性的变化,需要进行战略性调整。新区要实现更大的、科学的发展就要实施构建区域创新体系的新战略,这是实施国家战略和加快自身发展的需要。为此,要努力构建由技术创新系统、产业创新系统、制度创新系统、文化创新系统组成的滨海新区区域创新体系。
The Tianjin Binhai New Area has been brought into the overall development strategy of the national regional economy. Fundamental changes will take place in the status, character, and function of Binhai New Area, which need to modulated strategically. For the further scientific development of Binhai New Area, we should put forward new strategy for constructing the regional innovation system, which is a requirement for implementing the national strategy and accelerating development. Therefore, we should strive to construct the regional innovation system in Binhai New Area, which includes the technical innovation system, the industrial innovation system, the administrating innovation system and the cultural innovation system.
