摘要
天鹅山水利风景区规划以以人为本、人与自然和谐为根本理念。遵循水、山、林、田、路统一规划,突出水秀山清;水利功能、生态功能、休闲娱乐功能和科教功能全面发挥,以水利功能发挥为首务;制定合理开发容量,与水资源和水环境承载力相适应等原则。通过统筹安排水利风景区的功能结构与空间布局,综合协调纵观景、对岸景和鸟瞰景,以及功能区的详细规划等来保障规划的科学性。
The plan of Tianeshan water park was guided by the fundamental ideas of harmony between human and nature. It kept the principles as follows： integrated plan water, mountain, forest, farmland and road, emphasized the clean water and green mountain; whole development of water resources utilization function, ecological function, leisure and entertainment function and science education function, and the water resources use function comes first; establish the reasonable developmental capacity, accommodate the water resources and water environment carrying capacity. The science quality of the plan can be ensured by the function structure and space distribution of the water park was planned as a whole, longitudinal scenery, opposite bank scenery and birds-eye-view scenery were harmonized synthetically, and each function region was planned particularly.
