摘要
水是人民生活和经济社会的基础性战略资源,是生态环境的控制要素。黄河水资源作为河南省最大的过境水资源,是河南省未来经济发展的重要支撑资源,也是河南省率先实现中原崛起提供比较优势所在。充分利用黄河水资源,构建黄河供水网,是解决沿黄地区水资源瓶颈,促进河南经济生态发展的关键所在。为此,应把引黄供水、构建黄河水网放在更加重要的战略位置,提高现有黄河水网质量,进一步拓宽黄河水资源利用空间,形成河南全省范围内的黄河水资源网。
Water is a basic strategic resource of for people＇s lives and economy and society, and a controling factor of ecological environment. The water resources of the Yellow River, as the largest water resource of Renan Province, is the important supporting resource for the future economic development of Renan Province, and it is also the comparative advantage for Henan Province to take the lead in realizing the rising of Central China. Utilizing the Yellow River water resources fully and constructing the Yellow River water supply network are the key to solving the water resource bottleneck in the area along the Yellow River and promoting the economic and ecological development of Henan. For this reason, supplying water from the Yellow River and constructing the Yellow River water supply network should be placed in a more important strategic position in order to promot the quality of the existing Yellow River water supply network, further widen the Yellow River water resource utilization space and form the Yellow River water resource network in the whole province of Renan.
