摘要
公共服务以满足公共需要为旨归,是社会存在和发展的基础。公共服务伦理作为研究人类社会公共服务正当性及其操作规范和方法论的价值哲学,对公共服务的改革和进一步发展,具有导向、规范和终极价值关怀的意义。公共服务伦理的构成主要包含三个方面:制度伦理、政策伦理和个体伦理。
Public service is meant to meet the needs of the public and is the basis for existence and development of the society. Ethics of public service is a branch of philosophy that studies appropriateness of public service in human society and normalization of its operation and methodology. The study of this area is significant because it guides and normalizes public service, and offers ultimate care. In the area of public service ethics consists of three aspects： institution ethics, policy ethics and individual ethics.
