摘要
党的十六届四中全会提出了科学执政、民主执政、依法执政的指导思想,从根本上解决了党怎样执政和靠什么执政的问题。科学执政就是在科学理论的指导下,在把握科学规律的基础上,按照科学的制度和方法来执政;民主执政就是为了人民执政,依靠人民执政;依法执政就是依照宪法法律执政,依靠宪法法律执政。三者紧密联系,互为条件,互为补充,形成一个整体,离开或者忽视其中的任何一项,都不能对党的领导方式和执政方式作出完整准确的回答。
The guiding thought of scientific governing and democratic governing and governing by law, raised in the 4^th session of the 16^th National Congress of CPC, has fundamentally solved the problems to how to govern and what to be depended upon. Scientific governing is one under the guide of scientific theory, on the basis of scientific regulation, according to the scientific system and method; Democratic governing is all for the people and relying on the people; Governing by law is in accordance with constitution and laws. These three facets, closely related and complemented for each other, have formed an integrated unity. Without any one of them, there is no entire and accurate answer to the guiding and governing methods.
