摘要
按照水利部关于东部地区率先基本实现水利现代化的要求,北京市从规划入手,在明确北京水务服务新农村建设的总体目标的基础上,提出了从饮水安全、乡村水环境保护、发展节水灌溉促进农业增效农民增收和基层水务管理体制改革等各方面的具体目标和措施。
In accordance with the requirements made by the Ministry of Water Resources on realizating water resources modernization firstly in the eastern areas, specific targets and measures are proposed, starting from planning, on the basis of clarifying overall target of water service and new countryside construction in Beijing Municipality, in respects of drinking water safety, rural water environment protection, water-saving irrigation development for the increasing agricultural production and farmers＂ income and reforming water affairs management system.
