摘要
大型集会性活动危机事件,不仅导致经济损失和人员伤亡,而且还会产生一些重大政治影响,直接损害一个国家的政治声誉和国家形象。随着我国经济的繁荣和国力的强盛,政治、经济、文化、体育、宗教、节庆等方面的集会性活动越来越多,且规模越来越大,而其安全保卫工作必须做到万无一失。因此,对大型集会性活动危机的研究就显得非常必要。大型集会性活动危机产生的主要原因有情绪感染、自我表现、借机发泄、抗议不公、趁机哄抢、群体冲突、突发意外等。在临战处置中主要采取的对策是调整警力,快速集结;管制现场,分离人群;宣传疏导,稳定情绪;打开通道,强制驱散;制止违法,打击犯罪;现场取证,善后处置;发生意外,驾驭现场等。
The crisis in large gathering not only bring economic loses and the injury, but also bring great political effects, which do harm to the image of the nation and the political reputation directly. With the prosperity of our economy, there are more and more the gatherings of culture, physical culture, religion and the size become larger and larger, so we should make it sure that there is no mistake for the safeguard work. Thus the studying of it is necessary. The crisis in the large gathering takes for the reasons such as the emotion infection, self - expression, unleashing rage, protesting unfair, encroaching upon , conflict of groups and so on. The measures to it when facing the battles are to adjust the police force, to gather quickly, to control on the site, to separate the crowd, to propaganda and lead, to stabilize emotions, to open the gate, to dispel by force and so on.
