摘要
党的十六届五中全会提出了建设社会主义新农村的重大历史任务。本文指出了新时期农村能源建设不能延续过去资源耗竭性的发展模式。我国具有丰富的可再生能源资源,发展可再生能源是建设社会主义新农村的有力支撑。最后,分析了制约我国可再生能源资源发展的主要因素,并提出了完善政策法规体系、消除市场障碍、完善资金投入机制和加大宣传力度等建议。
As a historic and significant task facing China in the period of 2006-2010, to construct a ＂new socialist countryside＂ of China was formally launched at the 5th plenary session of the 16th CPC Central Committee. In the article, it is suggested that the developing model featured by resource depletion shall never be extended for the new construction. There are rich resources of renewable energy in China, and it, therefore, can provide a solid support to the new construction. At last, the article analyzes key factors constraining the development of renewable energy in China, and recommends approaches to consummate the legislation and policy system, remove market barriers, build up funding mechanism and strengthen the campaign concerned.
