摘要
事业单位具有规范性、正式制度和行业自律的道德规则,一定意义上它应该属于准政府组织。我国事业单位是政治功能的一种补充形式,曾经为政治利益集团服务。我国的事业单位是科技、卫生、文化和教育资源的聚集者和保护者,是各种资源的有效配置者,是科学理论的创新园地,是科学理论验证的实验基地,因此,事业单位的改革必须确立两种关系,遵守一个原则,多种成份并存,并适应服务型政府的要求。
Institutions have official systems and moral rules of profession autonomy. In a sense they should belong to the para-official organizations. Our country＇s institutions,which once served for politics interest groups,ate supplement form of political function. Our contry＇s institutions are protectors and get-togethers of technical,hygienic,cultural and education resources,are the effective dispositional units of all kinds of resources, are innovation fields of scientific theory, and are experimental bases of scientific theory confiration. Therefore, for institutions＇ reform, two kinds of relations must be established, a principle observed,many kinds of ingredients coexisted,and the reform must be adapted to service government＇s request.
