Planning and Design of Harnessing the Stem Stream of Haihe River

摘要 近30年来,海河干流河口淤积和沿河地沉严重,安全泄量由原设计的1200m3/s降至不足250m3/s,严重影响了城市和郊区的防洪和排涝安全.80年代末,开始制订治理规划,自1991年起对海河干流险工险段分期分批进行了治理,到目前已治理了39段共28.6km长,约占险工险段总长的60%.在规划与设计中做了以下工作:(1)确定海河干流新的治理流量标准为800m3/s,并拟定了其余400m3/s的渲泄措施;(2)进行了泄洪与市区排涝遭遇分析;(3)进行了设计泄洪、排涝流量与海潮潮位组合分析;(4)与有关的河道组成水网,进行了设计水面线的计算;(5)进行了复堤及护岸工程设计,采用较新技术解决了沿河杂填土漏水严重地段的基础处理. In the recent 30 years, the estuarine deposit and the land subsidence along the stem stream of the Heihe River have become serious increasingly. The capacity of discharging flood according to the original design was 1200m3/s, but now which has been decreased to less than 250m3/s. The abilities of flood control and drain waterlogging of the river have been influenced and the safety of Tianjin City and its suburbs has been threatened. In the late 1980' s, we began to do the planning work hatnereing this river. Since 1991 the dangerous projects and segments of the stem stream of the Haihe River was begun to be harnessed by stages and in batches. Now 39 segments (28 . 6km long) of that, about 60% of the tatal have been finished. The planning and design finished are as followings:(1) The new capacity discharging flood of the stem stream of Haihe River is determined as 800m3/s,and the other 400m3/s is arranged to be discharged in other way; (2) The cases analysis have been done whether and when the flood discharge and urban drain waterlogging was met with; (3) The cases study on design flood flow and drain watelogging met with the tidal level have been carried out;(4) The relationship between the stem stream of Haihe River and the relevant rivers has been built to a network and all the water levels in the rivers have been ca1culated; (5) The reconstruetion of embankment along this river and the engineerings of protecting river banks have been designed, especially the serious leakage from miscellaneous filled foundation has been treated by some new technologies.
