摘要
人类的发展与自然环境息息相关,然而不当的发展方式却带来了环境的不断恶化,产生了生态危机。本文试图通过对环境治理进行制度经济学分析,从明确产权关系、进行正确的成本收益核算、发挥意识形态的作用等方面来探讨如何使制度在治理环境这一公共事物中发挥应有的作用。
The development of human beings is closely linked with environment. But incorrect way of development cauls the sustainable environmental deterioration and brings us ecological crisis, This text attempts to discuss how to make institution play a role in environmental administration from defining the relations between ownership and management of enterprises, carrying on correct cost - income check and calculate, respecting of playing a ideological role etc. through the institutional economies analysis.
