煤炭企业加快自身制度创新、科技创新和安全文化创新,政府从政策上为煤炭企业安全生产创造良好环境,对于现阶段搞好煤矿安全生产,促进煤矿企业安全生产长效机制的建立,提高企业本质安全水平,实现企业长治久安有着十分重要的现实意义。
