摘要
为了科学评价区域循环经济发展水平，这里依据《江苏省循环经济发展规划》（2005～2020）所提出的循环经济发展评价指标体系和目标值，分别从经济发展、资源减量投入、循环利用、污染减量排放等四个方面。评价了1986～2003年闻江苏省循环经济发展状况，结果表明：江苏省循环经济综合指数总体上呈上升趋势。其中1986～1990年发展较缓慢，1991～1996年发展速度较快但是有一定波动性。1997～2003年则有明显的进步且增长稳定。资源投入和循环利用的发展趋势增长速度较快，且趋于一致；污染减排和经济发展的速度略低于前两者。此外，研究还进行了预测评价，如果江苏省延续1986～2003年循环经济的发展趋势，则所提出的2020年发展目标要到2022年才能实现。为了促进循环经济发展目标的实现，江苏省需从以下几个方面采取必要的措施，具体包括：建立和完善循环经济的管理、远行体制；以点带面，建立具有循环经济特征的产业体系；加强循环经济核心技术的开发研宽和推广应用。
With all the many problems China is faced with in developing cycling economy, it is necessary for us to establish a system to evaluate the present situation in cycling economy. Based on the project of cycling economy in jiangsu Province, this paper builds the evolution system of cycling economy and analyzes the situation of cycling economy from 1986 to 2003 in such four aspects as resource input, cycling use, pollution reduction, and economic development. The analysis shows that the cycling economy is developing at a steady speed. According to the trend of development from 1986 to 2003, the goal will not be achieved until 2022. Based on the case study, the paper also suggests some strategies to promote the development of cycling economy.
