摘要
社会主义新农村建设的首要任务在于发展经济,富裕农民。我们务必以科学发展观为指导,从江西实际出发,积极推进农业结构优化与升级,用工业的理念谋划农业发展,深挖农业内部增收潜力;创造农民转移就业的良好制度环境,提高农村劳动力素质,加速新型工业化和新型城镇化进程,通过减少农民,促进农民增收;全面深化农村改革,合理调整国民收入分配格局,大力实施科技兴农战略,加快农民增收长效机制的形成。
To build a socialist new countryside, it is our primary task to develop the economy and to increase farmers＇ income. It is vital that we optimize and upgrade agricultural structure, plan the agricultural development with notions of industry, and tap the deeper growth potential of agriculture. It is also neeessary that policies be made so thai farmers may transfer their employments, that the quality of rural labor force be improved, that industrialization and urbanization be accelerated, and that the number of farmers be reduced so as to increase their income. In addition, we should deepen the reform in the rural area, adjust the ineome distribution system, develop agriculture through science and technology and establish a long - term system to effectively increase farmers＇ ineome.
