摘要
国有科技资产是国有资产的重要组成部分,也是科技体制改革的内容之一。直到今天,国有科技资产在运营与监管方面,仍存在很多问题和矛盾,严重制约了国有科技资产的发展。从国有科技资产大量流失,产权不清晰,宏观管理混乱,监管不到位,法律法规滞后、不健全,科技成果转化率低,科技创新力不足,科技人员待遇低等8个方面具体阐述国有科技资产运营与监管存在的问题。
State-owned S＆T assets are the important part of state-owned assets, and they are the content of the reform of S＆T system. However, up to now, the supervision and operation of the state owned S＆T assets also exists many problems, which restrict the development of them. The article discusses these problems in detail from eight aspects including the lose of state-owned S＆T assets, blurred property right, the confusion of macro supervision, the gap of supervision, the lap and imperfcction of law, low transformation ratio of S＆T production, deficient S＆T innovation and low treatment on S＆T personnel.
